32 companies sell out-of-home advertising in New York City, across five kinds of inventory: transit and street-furniture concessions, billboards and Times Square spectaculars, taxi tops and in-cab screens, airport and other place-based concessions, and other owners' inventory resold through marketplaces and OOH agencies. The rule buyers get wrong: every owner sells direct, and no reseller or agency owns a unit.
The reason a "New York City advertising agency" search is the wrong search for out-of-home is that most of the inventory in New York is not sold by agencies at all. It is sold by a small number of owners and, for anything on public property, by a single concessionaire per surface. The MTA's advertising page sends every subway, bus and commuter rail buyer to OUTFRONT Media; the NYC DOT franchise makes JCDecaux the only seller of the city's bus shelters and newsstands; the LinkNYC franchise makes Intersection the only seller of the kiosks. Call anyone else for those and you are talking to a middleman.
The tables below group the sellers by the inventory they control. Each row records what the company sells in New York in its own words, what it does not sell, whether it publishes a rate card, where it sits, what public reviews exist for it, and the independent source that confirms it. Companies whose own page could not be read live, or for which no independent confirmation exists, are listed at the end with the reason.

Who Sells Out-of-Home Advertising in New York City?
32 sellers listed: 24 owners, concessionaires and network operators, and 8 marketplaces and agencies. 13 have a public review on at least one platform; 3 publish a price table on their own site. All read 14 September 2026.

Billboard, wallscape and Times Square spectacular owners
The private inventory. Two national billboard companies, one regional spectacular owner, ten of the eleven Times Square sign sellers named on the Times Square Alliance's own screens page whose sites could be read live (OUTFRONT, the eleventh, is in the concessions table), two hand-painted wall operators in Brooklyn and one Midtown urban-panel network. The Taxi and Limousine Commission governs the cab, and its own pages name the technology providers whose systems carry the passenger screens. Ferry, bus and airport
NYC Ferry sells its own boats through the operator's in-house team, and the double-decker buses that circle Midtown belong to a private owner. The airports are a Port Authority concession: Clear Channel Outdoor's airports division has held the JFK, LaGuardia, Newark and Stewart advertising franchise under a 12-year contract since November 2020 (Port Authority release), so its row sits in the billboard table above and JCDecaux's own New York page lists only private-aviation airports.

How to Read This Directory
Four kinds of company appear in the tables, and the label in each row is the first thing to check before you send a brief. The distinction is not academic: it decides whether the person answering your email can actually put your creative on the unit.
Owner
Holds the sign, the wall or the screen itself, or the exclusive media rights to it. Sells direct. Silvercast Media at 1535 Broadway and Orange Barrel Media at NoMad Piazza are owners.
Concessionaire or franchisee
Sells inventory that belongs to a public body under a contract: OUTFRONT Media under the MTA, JCDecaux under the NYC DOT street furniture franchise, Intersection under the CityBridge LinkNYC franchise and the Port Authority PATH contract. One seller per surface; nobody else can sell it.
Reseller or marketplace
Owns nothing in New York. Aggregates other owners' units, sometimes prints planning ranges, and passes the order to the owner. Useful for a cross-owner plan; never the last word on availability or price.
OOH-specialist agency
Plans and buys across owners for a fee, negotiates, manages production and reads the four different audience counts against each other. Talon, Rapport and Quan Media Group are examples with a New York office on their own site.
"Confirmed by" names the independent source read for each row: a government franchise or concession page, an SEC filing, the Times Square Alliance's own screens list, or a third party's press release or trade-press report. A company's own website is never that source; it supplies the inventory description and the office address only. Where a company's own page could not be read live, or no independent source exists, the company is in the "not in this directory" list below rather than in a table.
"Public reviews" are reported platform by platform and never averaged. Most New York media owners have no reviews anywhere; a Google Business Profile with zero reviews is normal for a company that sells a handful of signs to a few dozen agencies a year, and it says nothing about the seller either way. "Rate card" records only whether a public price table exists on the seller's own site. No price from any of them is repeated here.

Its homepage is live and claims a digital taxi-top network, but no authority page, TLC list or trade-press item names it, its own site publishes no street address, and its Google presence is four keyword-named Business Profiles (NYC Taxi Advertising, Taxi Advertising NYC, Taxi Rooftop Advertising NYC, Yellow Cab Advertising NYC) at four different Manhattan addresses, each rated 5.0 with 7 to 10 reviews. - Vector Media, for taxi. Its taxi URL is an empty tag page and its taxi-advertising URL returns 404 (read live 14 September 2026). Vector is listed above for what its New York page does sell: double-decker buses, custom vehicles, experiential and bulletins.
- Kinetic (WPP). No longer a stand-alone seller. kineticww.com redirects to a WPP Media placeholder; WPP dissolved Kinetic into its OOH unit in 2023 (DailyDOOH, 27 March 2023). No WPP page confirming a New York OOH unit was found.
- Alfi. Ceased operations and filed for Chapter 7 in October 2022 (Sixteen:Nine, 25 October 2022). Its site is still online, frozen, and never named New York.
- Octopus Interactive (T-Mobile). The NYC TLC's in-vehicle advertising page names T-Mobile USA, Inc. (Octopus Interactive) as the licensed provider of interior tablet advertising in for-hire vehicles, so it exists in New York. Its own sites could not be read live on 14 September 2026 (one domain does not resolve, the other returned error pages), and this directory lists nothing whose own page it could not open.
- Carvertise and Wrapify. Rideshare wrap networks with no New York page. Carvertise names New York only inside a 2023 press item and no independent source places it in the city; Wrapify's site says nationwide and never names New York. Both have Trustpilot profiles dominated by driver reviews (Carvertise 2.2 from 10, Wrapify 3.1 from 152), which say nothing about buying media.
- Blue Line Media. A reseller whose New York pages print estimated ranges and whose site states it is not the owner or exclusive provider of the formats shown, alongside a notice that some content may be AI-generated. No street address on its own site and no independent source beyond a Clutch listing. It remains a named third-party price publisher on other pages of this site; it is not a seller.
- BillboardsIn. An anonymous lead form. The site names no company, address, phone or parent; the only public record found is a Google Business Profile in Columbus, Ohio (4.3 from 13 reviews). Not a seller of anything in New York.
- billups. A real OOH-specialist agency (MediaPost, 28 November 2025), but its own contact and locations pages list regions only and no New York office. Third-party listings give one; this directory does not print an address the company itself does not.
- City Outdoor USA, now Del Mastro Outdoor. Still listed on the Times Square Alliance page under its old name, but cityoutdoorusa.com serves a hosting error and delmastrooutdoor.com has no DNS record (14 September 2026). Renamed December 2021 (OOH Today). Confirm it is trading before treating it as a seller.
- ABC SuperSign (Disney). The Alliance lists it with a Disney sales contact, but no live ABC or Disney page sells the sign; it is bundled into Disney Advertising packages.
- LED In Motion and other LED truck operators. LED In Motion's own page claims to be based in New York City; no independent source confirms it. Every truck operator also runs into NYC Traffic Rules 34 RCNY 4-12(j)(1), which prohibit operating, standing or parking a vehicle on a street for the purpose of commercial advertising. Ask any operator how it addresses that rule before booking.
- JCDecaux, for JFK and LaGuardia. JCDecaux's own airports page names other markets and its New York page lists only private-aviation airports and the East 34th Street Heliport. The Port Authority airport franchise has been Clear Channel's since November 2020. JCDecaux is listed above for the street furniture it does hold.

By inventory, not by size: OUTFRONT Media holds the MTA subway, bus and commuter rail concession; JCDecaux holds the NYC DOT franchise for over 3,300 bus shelters and the newsstands; Intersection sells the LinkNYC kiosks under the CityBridge franchise and the PATH system under a Port Authority contract; Clear Channel Outdoor and Lamar Advertising own the roadside billboards; and Times Square is split among the eleven sign sellers on the Times Square Alliance's list, led by OUTFRONT, Clear Channel, Silvercast Media, Branded Cities and New Tradition. Every one of them sells direct.
Are the big holding-company agencies the ones that sell OOH in New York?
No. Holding-company agencies plan and buy; they own no New York inventory. The OOH specialists with a New York office on their own site are Rapport (IPG Mediabrands), Talon (independent, with PJX Media since July 2026) and Quan Media Group. Kinetic, WPP's former OOH specialist, was folded into WPP Media in 2023 and its domain now redirects there. A planner who wants one unit from one owner does not need any of them.

In the New York DMA, OAAA's table puts 2025 local OOH spend at $858,054,320, the highest of any market.
How do you buy out-of-home advertising in New York City?
Find the owner of the surface in the directory above, then send the unit, the dates and the creative specification and ask for a written proposal with the unit ID, the spot length, the loop length, the share of voice and the counting method under the CPM. Concession inventory has one seller by contract: the MTA sends every transit buyer to OUTFRONT, the NYC DOT franchise makes JCDecaux the only bus shelter seller, and the LinkNYC franchise makes Intersection the only kiosk seller. Use an agency or a marketplace when the plan spans several owners.
Is a marketplace like AdQuick or a reseller the owner of the billboard?
No. AdQuick's own New York page says it aggregates inventory from the billboard companies, transit operators and Times Square vendors, and Blue Line Media's site states that it is not the owner or exclusive provider of the formats it presents. Since February 2026 AdQuick has an exclusive commercial partnership and equity investment from OUTFRONT Media, which is worth knowing when comparing marketplaces. The proposal you sign is still the owner's.
Who sells advertising on New York City taxis?
Two products, four sellers in this directory. Digital and static taxi tops are sold by SOMO and by the network that bought Curb's taxi-top business in 2021, both in the taxi table above. The passenger screens inside the cab belong to the two technology providers the Taxi and Limousine Commission authorises, Creative Mobile Technologies (CMT) and Curb Mobility (Taxi TV). Curb Taxi Media is a parked domain and Vector Media's taxi page is dead. The taxi market seller by seller, with the TLC rules, is on the New York taxi advertising companies page at nytaxiadvertising.net.
How much is a 30 second ad in Times Square?
No Times Square sign owner publishes a rate, and none of the eleven Times Square sellers in this directory prints a price on its own site. The screens sell a share of a loop for a flight, not a 30-second spot. The only published ranges come from agencies and marketplaces, and they are examined line by line, with the pedestrian count under each CPM, on this site's Times Square page.
Is OOH advertising still relevant in New York?
The trade body's figures say it is growing. OAAA reports 2025 United States out-of-home spend of $9.46 billion, up 3.6% on 2024, with transit up 9.8% and street furniture up 5.6%, and New York was the largest local OOH market at $858,054,320, 25.8% of all local ad spend in the DMA. OAAA's own note says the MediaRadar data behind the local table under-reports OOH by roughly 30%.

Out-of-home in New York is sold by fewer companies than the search results suggest, and for anything on public property by exactly one. Use the tables to find the owner or the concessionaire for the surface you want, send the brief to that company, and treat every marketplace range and agency estimate as orientation until the owner's proposal arrives with the unit ID on it.
